In Rwanda, no more paper for land titles, now issued only in digital format. This is a new step for the online accessibility of public services in the country. A new policy intended to make land procedures more accessible by eliminating the 5,000 Rwandan francs in printing costs and simplifying procedures.
In his notary and law firm, Damascene Munyangaju now gives each client the internet link on which owners can download their land title. “We inform them of what is going to happen,” he explains. They no longer need to go to the offices in their sector to collect their land title, but they will now receive a message by their telephone number”.
“It will now be almost impossible to manufacture a counterfeit”
After a passage at the notary, no more travel is necessary to recover the official documents of his property. Objective: to simplify and secure land transactions. “We see many cases of false documents, adds Damascene Munyangaju. It will now be almost impossible to manufacture a counterfeit with this system. So there will be no more cases in court related to these false documents”.
For several years, some programs have already been put online, such as the digital portal of the land register, in order to facilitate access to information for owners or investors. Another step is to achieve a completely paperless system by next year.
Athanase Akumuntu, an analyst from the Ministry of the Environment, explains: “What remains to be done is in relation to the papers still existing in the process: the photocopy of the identity card, the marriage certificate… that’s what we want to eliminate because the agency can provide us with that information through the system. »
