In a significant diplomatic move, a delegation led by Iounous-bek Bamatguireïevitch Evkourov, Vice-Minister of Defense of the Russian Federation, arrived in Benghazi on August 22, 2023. The visit comes at the invitation of Marshal Khalifa Haftar, the prominent figure in eastern Libya and leader of the Libyan National Army (LNA). This two-day visit serves as a platform for Russia to reaffirm its strategic alliance with the LNA and to explore avenues of mutual military cooperation.

The discussions during this diplomatic engagement, as conveyed by the Russian Ministry of Defense, are set to encompass various aspects of military collaboration, with a focal point on counterterrorism efforts. The agenda also includes deliberations on “other matters of joint action,” underscoring the broad scope of topics under consideration.

Regarded as a surprise move by some quarters and an official exchange by others, the Russian delegation’s presence within the Libyan National Army showcases Moscow’s intent to reinforce its connections with Libya. Notably, this visit coincides with an announcement by Evguéni Prigojine, the leader of the paramilitary group Wagner, indicating a renewed presence in Africa to contribute to Russia’s aspirations on the global stage.

Amid its international isolation following events in Ukraine, Russia is actively seeking strategic alliances and is diligently reaching out to African nations. The Libyan theater holds particular significance for Russia as it serves as a gateway for the nation’s foothold in Africa. This ongoing diplomatic endeavor aligns with Russia’s overarching strategy of positioning itself as a substantial competitor to Western powers that traditionally wield influence across the African continent.

In the Libyan context, Russia has extended long-standing support to Marshal Haftar and maintained robust ties with him. These connections stand in contrast to the international community-backed government in Tripoli. The latest high-profile delegation, currently situated in Benghazi, is led by Iounous-bek Bamatguireïevitch Evkourov, a former leader of Ingushetia, a Russian republic with a predominantly Muslim population. Notably, this visit signifies the renewal of diplomatic bonds despite persistent American pressure urging Marshal Haftar to sever ties with the Wagner group in Libya.

Engaging with the leadership of the Libyan National Army, the delegation has held meetings with the chiefs of staff to meticulously assess the landscape of their collaboration and coordination. Key areas of focus include joint efforts toward training and maintaining Russian weaponry and equipment, as emphasized in the official statement released by the Libyan National Army.
