Mali Denounces Violations of the Peace Agreement by the Coordination of Azawad Movements

In Mali, a letter from the Malian Minister for National Reconciliation addressed to the Algerian mediation denounces violations of the 2015 peace agreement by the signatory armed groups, particularly by the former separatist rebels of the Coordination of Movements of the Azawad (CMA). This letter, classified as “confidential” and addressed only to the head of the Algerian diplomacy, leaked on March 1, 2023.

The Malian Ministry of Reconciliation, joined by RFI, has neither confirmed nor denied the authenticity of a letter sent to the Algerian mediation denouncing violations of the 2015 peace agreement by the signatory armed groups. On the Algerian side, no response.

Several diplomatic and UN sources, however, ensure that it is “held as authentic”. Finally, the leaders of the signatory armed groups explain that they had no exchange with the Algerian mediation on this letter, although dated February 24, which they only discovered on March 1 on social networks. At first very surprised, they claim this morning to have had confirmation of its authenticity by the Malian transitional government itself.

Basically, this letter does not really go in the direction of appeasement. While Algeria has been trying for several months to restore dialogue between the two parties and to save a peace agreement that is more threatened than ever, the Malian Minister for National Reconciliation, Colonel Ismaël Wagué, in charge of the said peace agreement, is beginning by rejecting the accusations of the armed groups on the lack of involvement of the government in its implementation.
