According to Sheikh Musa Fazil Harerimana, vice-president of Rwanda, it was a warning: “There is a game that we played when we were children, which prevented us from breaking the rules because when we do, we are punished. So what we did for the DRC is the same, we wanted to do more, but it was a warning.”

“A fighter plane flew over Rwandan airspace 3 times from the DRC, recently the Rwandan defense fired on it and it returned to the DRC in Goma,” explained Dr. Vincent Biruta, Minister of Foreign Affairs and International Affairs.

Despite the ceasefire signed in Luanda last November, fighting persists in eastern DRC between the Congolese army and M23 rebels suspected by Kinshasa of being supported by Kigali.

Qatar, which regularly hosts diplomatic meetings, had scheduled a meeting on Monday between Rwandan President Paul Kagame and his Congolese counterpart Felix Tshisekedi, but the latter ultimately refused to participate, citing “doubts” about the planned agreement.
