Senegal: MPs Propose Bill to Refill Prime Minister’s Powers in Parliament

Several legislators proposed a bill to restore the prerogatives of the Prime Minister in the parliamentary rules following his refusal to present his general policy statement before the National Assembly over a procedural defect. This development is the first step in the move to cure the legal vacuum to which the Prime Minister cited in failing to make his general policy statement before the National Assembly.

The bill was presented by a parliamentarian from the Senegalese Democratic Party (PDS) and a Wallou group, the latter on Thursday, July 4th, 2024. Both are committed to fixing the regulatory vacuum and ensuring that the Prime Minister will compulsorily pronounce the case relating to the general policy statement.

However, a few procedural hurdles remain. For one, the National Assembly’s bureau has to agree on the bill’s proposal to be introduced. Seeing that Parliament is on vacation, the President of the Assembly has to convene an extraordinary session, through which the same session is approved. This, according to a parliamentary advisor, is expected to be a mere formality, but so far no date has been set.
