Sugar Tax Faces Criticism as Sole Solution for Obesity and NCDs, Stellenbosch Experts Say

Health experts from the University of Stellenbosch challenge the efficacy of the sugar tax as the sole solution to combat obesity and non-communicable diseases (NCDs) like heart disease, stroke, and diabetes. The South African government introduced the Health Promotion Levy (HPL) on sugar-sweetened beverages in 2018, following a World Health Organization (WHO) recommendation to influence consumer behavior and reduce sugar intake.

However, a recent study from the university suggests that dietitians and key industry players believe the HPL alone may not have a sustainable impact on lowering NCDs and obesity. Concerns arise about potential adverse compensatory behavior, where consumers may turn to unhealthy alternatives to replace sugary beverages. Experts argue that a multi-faceted approach is necessary, as various factors contribute to the prevalence of NCDs and obesity.

Yolande Smit from the University of Stellenbosch highlights the positive reception of the health promotion levy among dietitians and industry role players. Still, they emphasize that its implementation alone might not bring about significant changes in consumer behavior. Critics argue that the 11% levy might be insufficient to influence purchasing habits, and addressing issues like consumers’ lack of knowledge and habitual sugary drink consumption requires comprehensive consumer education initiatives.
