The book ” The foreign policy of the Kingdom of Morocco from independence to the present day: Foundations, influences and geopolitical changes”, by its author, Hassan Naciri, HM the King’s ambassador to Senegal, was presented on Saturday in Dakar.

The book presentation and signing ceremony, organised by the Moroccan Embassy in Dakar in partnership with the Pan-African Institute for Strategy, Peace, Security and Governance (IPS), was attended by Souleymane Fall, Special Adviser to President Macky Sall, the former Senegalese Minister of Foreign Affairs, Cheikh Tidiane Gadio, the former Minister of Economy and Finance, Amadou Kane, the former Secretary of State, Moïse Sarr and several academics and executives.

This 434-page book, which analyses the foundations of the Kingdom’s foreign policy since independence, is divided into two main parts, namely “Determinism and the internal and external conditioning of Morocco’s foreign policy” and “Strategic challenges and the question of the adequacy of the objectives and means of Morocco’s foreign policy in a changing environment”.

In his presentation of the book, which has a foreword by Abdellah Belkziz, a former minister and ambassador, and a foreword by Dr Zakaria Abouddahab, a lecturer at Mohammed V University in Rabat, Mr Naciri pointed out that the book was a summary of a university thesis recommended for publication.

After outlining the interest, purpose and objectives of the study, as well as the working methodology, the diplomat, who has the perspective of an academic researcher, indicated that the book examines the space of legitimacy and the space of necessity in which the Moroccan State’s foreign action is deployed, and also analyses the major changes in a national and international environment shaken by profound and ongoing changes.

In this respect, Mr Naciri also emphasised that, thanks to royal diplomacy and the vision defined by the Sovereign, the achievements made have enabled the Kingdom to become an undisputed regional power, but one that is constructive and in solidarity with all its partners.
