Dr. Fousseynou Doumbia outlined the key points of Mali’s newly unveiled draft constitution on Monday. This updated version, which amends the previous draft released in October 2022, lays the foundation for the rebuilding of the Malian state.

Several aspects have been taken into consideration in this document, namely the national language, the functioning of the nation, secularism, and the power of the president.

Dr. Fousseynou Doumbia explained that the provisions of the draft Constitution consolidate the values of democracy and the rule of law and peace.

Other dispositions of the new Constitution provide that the determination of the nation’s policy lies with the president and not with the prime minister. The President can be dismissed from office.

The president has the power to ask for the participation of citizens in the defense of the country if the security situation requires it, Doumbia said.

Also, according to the new constitution, the initiative of laws must be made by the president, the deputies, and the senators. The government and the National Assembly would no longer have this power.

Another new feature of the draft constitution is that the Malian diaspora could participate in the election of deputies.
