Approximately 22 days after assuming office, the head of government, Allamaye Halina, successfully obtained a vote of confidence from the Transitional National Council on 13th June. It came in the wake of the approval of his general policy statement based on Machreeb 12 initiatives formulated by Mahamat Idriss Deby in the last presidential election. This very cogent agenda seeks to drag the country from underdevelopment, though it received mixed reaction at initial stage.

Oppositional leader of radical opposition Max Kemkoye said that he received the speech as a set of mere empty proposals that had been made many times but none of them was ever aligned; according to the source, this has begun under Idriss Deby, the current president of the state. In an interview with Esdras Ndikumana, Kemkoye articulated his doubts:In an interview with Esdras Ndikumana, Kemkoye articulated his doubts:

I would like to state that this is indeed an utterly irrevealing general policy program, a direct transcription of Mahamat Idriss Deby Itno’s notorious project. Indeed, this is a phantom project since it has no basis and fills none. A government’s general policy program required to contain the projects that are measurable, possible to achieve, and assessable.

In other words, it is conspicuous here that what we are having is just but pure rhetoric and not even promises or commitment. You can’t have much hope in a system which, while not operating on corruption as a structure, is practically on the verge of it; comes under the rule of generals; and has a severely crippled administration mechanism. This is a sheer political dream which nobody in practice would realize. We still remain pessimistic and this is because a system that was created three decades ago continues in place, Kemkoye frowned.

On the other hand, Malloum Yoboïdé Djilaki PDSA party president and third vice-president of TNC was more optimistic about the whole scenario. Djilaki, who is part of the Chad United coalition that supported Mahamat Idriss Deby in the last presidential election, said that The speech is for the good of all Chadians. In the same interview, Djilaki spoke with Esdras Ndikumana to ask for patience and give a better assessment to the new government.### Chad: Initial Reactions to Prime Minister Allamaye Halina’s Policy Speech
