Togo: Court of Auditors’ report on Covid funds reveals management anomalies

What were the funds mobilized for the response to the Covid-19 pandemic used for? Since January 26, the report has been on the institution’s website and is the subject of comments on social networks.

The report shows that orders were placed without frames. For example, 31.5 tons of rice valued at over CFA 8.5 billion were ordered without a specific order from the Department of Commerce. Also, there is no document justifying state involvement in the rice purchasing process.

Ditto for the Ministry of Agricultural Policy, orders of fertilizers for 4.5 billion agreed without competition provided for by law. Hotels and hostels requested by the prefects instead of the Ministry of Tourism, sometimes by word of mouth, transfers to personal current accounts either from hotel promoters who are part of the local response management committee or on behalf of hoteliers or to bank accounts of a company unrelated to the hotel has to do.

The Ministry of the Digital Economy, for its part, managed 13 billion CFA francs intended for the poorest. Togocom and Moov Africa were to transfer the envelope but nearly 800 million CFA francs were not spent and neither the Ministry of the Digital Economy nor the telephone companies designed to respond to requests from the Court of Auditors.
